In compliance with the Article 4 of the Council Regulation (EC) No. 3605/93 of 22^nd November 1993 on the application of the Protocol on the excessive deficit procedure annexed to the Treaty establishing the European Community, the Slovak Republic is obliged to report data on deficits and debt levels for the general government for the purposes of assessment of Maastricht Criterions in the field of the budget.

For this purpose, the Slovak Republic compiles a report, which is delivered regularly two times a year to Eurostat. The report is submitted to Eurostat before 1^st April, and updated data before 1^st October of the calendar year. 

Data on deficits and debt levels for the general government are compiled on the basis of accounting statements and additional documents and information on subjects classified in the general government sector.

The data for general government sector were compiled in accordance with the ESA 95 methodology and with other methodical guidelines and recommendations of Eurostat relevant for the evaluation of deficit and debt for general government sector.

In comparison to the report submitted in autumn 2008 some changes were introduced for the period 2005 - 2007, which led to the revision of the already reported figures on deficits and debt levels. In data 2007 the value of income tax of natural persons, corporate income tax and social contributions was updated with positive impact on deficit of general government sector of 22,937 mill EUR (691 mill SKK). In the period 2005 - 2007 private health insurance companies were reclassified from the general government sector, however funds related to the public health insurance managed by these private health insurance companies remain classified in the general government sector. Change in the recording of the private health insurance companies in the National Accounts of SR is also reflected in data for 2008 as well as for year 2009.
